F3 Baby New Year

"Time is funny. The celebrations and beliefs of man make it more so, for why would the yearly solar revolution have any effect on the fabric of Time? Yet on the last day of a rotation, an old man, made old by the number of days as if each was a year, breathes his last. And as the first light of that new day strikes the planet, Time births a newborn."
"Scattered rumor tells that New Year is a guardian of time, and possesses vast powers. The problem, of course, is that the vulnerable Baby grows into a man very quickly, a man with knowledge and skill to use his powers. So it is imperative to catch and imprison him before he comes to his ability."
"The course is clear. Through divinations I have seen the accumulation of time. In one location the Old Year will expire. The other, the Baby New Year will be born. Unfortuitously, or perhaps by Fate's machinations, they are on opposite sides of the planet. Cairo and Belport."
"Dispatch our forces to both locations. The divining rods will locate both Old and New Year when close enough. Baby New Year shall be mine. A shame Fate did not see fit to provide the New Year with a guardian."
